A win for the whole state, not only for energy.
What Oklahoma is competing to host is a research park, an advanced manufacturing center, and a technology campus on the same ground: universities, private companies, national laboratories, and government partners. What it would mean for Oklahoma reaches well past the energy sector, and this page is where that gets spelled out.
Energy is the anchor. The rest of it is work Oklahoma already does.
A lifecycle campus is an industrial and research proposition, and most of what it needs is already being done somewhere in this state. Six of the sectors it reaches first:
- Energy
- Generation that runs in any weather, alongside the wind Oklahoma already builds.
- Aerospace
- Machining, maintenance, and inspection held to a documented federal standard.
- Manufacturing
- Components, materials, and the supply chains underneath them.
- Construction and the trades
- Electricians, pipefitters, welders, ironworkers, equipment operators.
- Universities
- Laboratory and engineering programs, and the students who train in them.
- Medicine
- The isotopes hospitals use for imaging and for treatment.
Aerospace is the clearest example. A part that goes on an aircraft gets inspected and signed for, and a file follows it. Who did the work, when, and to which specification. A part nobody can account for does not go on the airplane. Advanced nuclear manufacturing answers to that same kind of standard, under a different federal agency, and Oklahoma has shops that already work that way.
None of this is nuclear work, and all of it would take added training. But it is training laid on top of a trade somebody already has, and that is a much shorter distance to cover than starting from nothing. Same for refinery hands, instrument technicians, and the code-certified welders this state has been turning out for a century.

Oklahoma has never had a nuclear industry. That is the advantage.
There is no aging fleet here to keep running, no inherited habits, and no forty-year-old design decisions to work around. A state building this now builds it with current technology, current standards, and people trained for what is actually going up — not for what went up when most of the country's reactors did.
That is a clean sheet, which heavy industry almost never gets. The buildings, the training pipelines, the supplier base, the inspection regime: all of it gets designed today, on purpose, by people who can see the whole thing at the same time. None of it has to be bent around a choice somebody made forty years ago.
The state set out to do it this way. SB 130, the Oklahoma Energy Initiative Act became law in May 2025 and directed the Oklahoma Corporation Commission to study whether nuclear fits the state. The Commission delivered that study in March 2026, with the Hamm Institute for American Energy. Both documents are published.
And what gets built here is bigger than any one project. University programs, specialist firms, inspectors, machinists who know the standard: a technical sector is infrastructure in its own right, and once a state has one it serves whatever that state does next. University students who want that work would have a reason to train here, and somewhere to go when they finish.

How building a Nuclear Lifecycle Innovation Campus would benefit the community.
The same question, answered in plain words: What kinds of jobs could this create?
- During buildout
Electricians, pipefitters, welders, ironworkers, equipment operators, and the inspectors who sign the work off.
- Once it is running
Operators and technicians, health physics, chemistry, security, and around-the-clock emergency response. Those positions exist because the operating license requires them, and resulting projects run for decades.
- Over the long term
Research and development, materials science, component manufacturing, and medical isotope work. Laboratory and engineering careers, and the university programs that feed them.
While some numbers have been mentioned for total new jobs as a result of this program, we do not yet feel safe making a direct comment on actual estimated job numbers. Should Oklahoma win this competition then the resulting feasibility studies will likely turn up more exact job requirements.
The key takeaway from jobs, however, is that they are primarily skilled labor positions either in the construction of the campus, the operations of the campus, research and engineering, or medical and science applications. The jobs and workers attracted to a Nuclear Lifecycle Innovation Campus will have a significant impact on the economy of the surrounding area for generations.
If Oklahoma is selected, communities compete to host.
Nothing is placed on a community that did not ask for it. Hosting is voluntary, and it is competitive in the same way the national contest is.
Oklahoma is one of five states still in the national contest, and the U.S. Department of Energy picks up to three of them by the end of 2026. If Oklahoma is one, the question moves inside the state. Counties, cities, and Tribal Nations would put their own names in, judged against site-selection criteria the state publishes as they are set. The register already lists that criteria document, with the date it is expected, alongside the documents that exist.
The communities that host help decide what gets built. That is part of Oklahoma's proposal to the Department of Energy, not a courtesy extended afterward. Tribal Nations, landowners, local governments, universities, and industry are named parts of that process, and the state works alongside them.
Nobody has the power to take land for this project. A host site is ground somebody agrees to sell or lease, in a community that put its own name forward.
