Executive Order 14302 — Reinvigorating the Nuclear Industrial Base

Of the four orders, this is the one closest to what Oklahoma is competing for. It is about rebuilding the American fuel cycle, from mining and enrichment through fabrication, recycling and disposal, rather than about reactors. Signed May 23, 2025, and published at 90 FR 22595.

Its main instruction is a report, due within 240 days: a recommended national policy for handling used fuel, a list of the laws that would have to change to carry that policy out, an assessment of recycling used fuel from federal reactors, and recommendations for where what is left should permanently go.

Alongside it, the Department of Energy is told to plan an expansion of domestic uranium conversion and enrichment, to seek voluntary agreements with nuclear companies under the Defense Production Act, to favor loans that restart closed plants and finish unfinished ones, and to treat nuclear careers as a priority for apprenticeships and technical education.

It does not create the campus program, name a state, or commit money. The Department names this order and the other three as the background to the program.
